2011 Rare Earth Export Control Strengthened

China's relevant regulatory agencies have recently issued a series of rare earth product management policy measures to limit the over-exploitation of rare earth resources and protect the ecological environment. This shows that in 2011, the state's control over rare earth exports will be further strengthened.
It is understood that the Ministry of Finance on December 15 issued the "Notice of the Customs Tariff Commission of the State Council on the Implementation Plan of Tariffs for 2011" (hereinafter referred to as the "Notice"), which raised the export tariffs on some rare earth products. The "Notice" proposed that the temporary tax rate for rare earth metal ore exports in 2011 is 15%; the export of rare earth metal yttrium will be increased from 15% to 25%. In addition, the tentative tax rate for other rare earth metals, antimony, and tellurium that are not mixed or fused with each other is 25%; rare earth metals, antimony and tellurium, which have been mixed or fused with each other, are 25% for battery-grade rare earth metals; and other rare earth oxides are exported. The tentative tax rate is 15%.
Ministry of Commerce officials also said recently that the principle of China’s rare earth export policy in 2011 will be reflected in three aspects. The first is that the production volume will match the export volume and reserves in the future; the second is the need for international cooperation to strengthen rare earth mining and environmental protection; the third is to reduce the export of rare earths but also to take into account the effective market supply, and not to make the industry suffer too much. The Ministry of Commerce also conducted online publicity on rare earth export enterprises in 2011. In addition to the four circulation companies and 18 domestic-funded production enterprises that were the same as the first batch in 2010, 10 new foreign-funded enterprises were added in 2011, of which 9 The home has passed the review.
According to rare earth industry insiders, comprehensive consideration of domestic and foreign factors, next year China's rare earth export quota may be slightly reduced on the basis of this year. However, considering the international market reaction, it is expected that the overall decline will not be too great.
