On April 12, a number of independent sources revealed that the timing of the ban on steam coal transportation at Tianjin Port will be advanced to the end of April as prescribed by the former Ministry of Environmental Protection at the end of July. A person close to Tianjin Port revealed that on the afternoon of April 11, Wang Dongfeng, deputy secretary of the Tianjin Municipal Party Committee and Mayor, visited the Tianjin Port. That evening, the Tianjin Environmental Protection Bureau met overnight and decided to advance the time for the ban on steam transportation of coal from Tianjin Port to the end of April. Tianjin Port Group Corporation also held a meeting on the morning of April 12 to discuss how to ensure the implementation of this policy in advance.

In February, the Ministry of Environmental Protection's "2017 Beijing-Tianjin-Hebei and surrounding areas air pollution prevention and control work plan (Exposure Draft)" proposed that Tianjin Port will strictly control highway coal transportation. Among them, in Article 5, Item 12 of the Opinions Draft, it is clearly stated that by the end of July, Tianjin Port will no longer transport coal, and will be transferred from the Zhangtang Railway to Tangshan Port. It's just 3 months ahead of time now. The "Proposal" proposes that: Tianjin Port will no longer receive coal transported by diesel trucks before the end of July. Before the end of September, all ports in Tianjin, Hebei, and the Bohai Sea were completely banned from receiving coal from diesel trucks.
