In order to implement the “Notice of the State Council Circular on Issuing Action Plans for the Prevention and Control of Atmospheric Pollution,” and to accelerate the pace of upgrading oil products in China, the National Development and Reform Commission recently issued the “Notice on the Comments on the Quality Policy of Oil Quality Upgrade” and decided to The quality of products will be upgraded with the policy of higher prices and better prices. Among them, the quality standards for automotive gasoline and diesel were upgraded to 290 yuan and 370 yuan per ton respectively in the fourth phase; from the fourth phase to the fifth phase, the price increase was 170 yuan and 160 yuan per ton respectively.

On September 10, 2013, the State Council issued the "Circular on Printing and Distributing Atmosphere Pollution Prevention and Control Action Plan", which clarified the oil product quality upgrade timetable and required that the price of refined oil products be reasonably determined according to the principle of reasonable compensation cost, high quality and preferential price, and polluter pays. .

According to the person in charge of the National Development and Reform Commission, in recent years, with the rapid growth of China's automobile ownership, the impact of tail gas emissions on air pollution has been increasing. Related data show that vehicle emissions affect about 20-30% of PM2.5 fine particles. The quality of oil products is an important factor affecting vehicle exhaust emissions. Accelerating the upgrading of oil quality is an important means to reduce exhaust emissions and prevent haze.

It is understood that according to the current oil standards, the quality of gasoline will be upgraded from the third stage to the fourth stage, the sulfur content will be reduced from 150ppm to 50ppm, the fifth stage sulfur content will be further reduced to 10ppm, and the diesel quality will be upgraded from the third stage to the first. In the four stages, the sulfur content will be reduced from 350 ppm to 50 ppm and the fifth stage sulfur content will be further reduced to 10 ppm.

Regarding the problem of price increase after oil upgrades, the person in charge said that according to the spirit of the State Council’s relevant documents, after the upgrading of oil quality, it is necessary to reasonably determine refined oil prices in accordance with the principles of reasonable compensation costs, high quality and preferential prices, and polluter pays. That is to say, according to the principle that oil refining companies absorb a part of the burden and consumers take part, the oil quality upgrade and price increase standard must be determined.
