According to the "Special Equipment Safety Supervision Regulations," special equipment refers to boilers, pressure vessels (including gas cylinders), pressure pipelines, elevators, hoisting machinery, passenger ropeways, large-scale amusement facilities and fields that involve life safety, high risk, The plant has eight types of equipment for special motor vehicles. The safety of special equipment is not only related to the safety of life and property of the people, but also related to the orderly progress of national economic construction.

According to the data, as of the end of 2010, the country had 516 comprehensive inspection institutions for special equipment, including 331 inspection agencies for quality inspection departments, 185 inspection agencies and enterprise inspection agencies, and 18 type testing institutions. There are 257 testing institutions, 1694 gas cylinder testing institutions, and 57,533 inspection agency personnel.

At the same time, special equipment inspection and testing institutions are continuously advancing scientific and technological innovation. However, at present, China's special equipment inspection and testing institutions still have problems such as the failure of effective allocation of inspection resources, the small scale of inspection institutions, and weak resistance to risks; the urgent need for improvement of infrastructure, inadequate technical equipment, obsolete testing equipment, and lack of high-tech testing equipment and technology; The personnel structure of inspection agencies is irrational and lacks high-quality management and technical personnel; inspection agencies have not really established many problems such as self-restraint, incentives and development mechanisms.

In the future, China will need to further actively and steadily push forward the reform and innovation of inspection institutions. By adjusting the approval conditions for special equipment inspection agencies, we will push inspection agencies to take the path of joint reorganization and large-scale development. In addition, with the increasingly mature application of non-destructive testing technology in the detection of special equipment, more and more third-party non-destructive testing institutions have entered the field of special equipment testing in recent years, resulting in increasingly fierce competition.
