·Beijing-Tianjin-Hebei will unify vehicle emission standards

In 2015, the National Development and Reform Commission and the Ministry of Transport issued the “Beijing-Tianjin-Hebei Coordinated Development Transportation Integration Plan”. The Beijing-Tianjin-Hebei region will unify policies such as motor vehicle registration, traffic policy, motor vehicle emission standards, oil standards and supervision, early retirement of old vehicles, and yellow-label vehicles.

â–  Focus

Create a 1-hour traffic circle

The plan proposes to focus on the construction of the Beijing-Tianjin-Hebei regional inter-city railway network; accelerate the construction of national expressways within the metropolitan area and other areas, and comprehensively eliminate the “bottleneck sections” of cross-regional national and provincial trunk lines.

Beijing-Tianjin-Hebei traffic integration refers to a one-hour traffic circle within a radius of 50-70 kilometers with Beijing as the center. The core of Beijing-Tianjin-Hebei traffic integration is to create "Beijing-Tianjin-Hebei" on the track. In the future, the national trunk railway, intercity railway, suburban railway, and urban subway will form a four-tier rail transit network between Beijing, Tianjin and Hebei.

The plan points out that it is necessary to build five national integrated transportation hubs in Beijing, Tianjin, Shijiazhuang, Tangshan and Qinhuangdao, and strengthen the organic connection between the main railway, intercity railway, trunk road, airport and urban rail, ground bus, suburban railway and other facilities. “Zero distance transfer”, the transfer time between different modes of transport does not exceed 10 minutes. It is necessary to form a “one-hour commuting circle” between the central area of Beijing-Tianjin Stone and the new city and satellite city, and the “one-hour traffic circle” of Beijing-Tianjin Baotang, which basically achieves 1.5 hours access between adjacent cities. The rural passenger bus will be fixed and fixed at all times.

Three places, one card, 2017 interoperability

In order to promote the intermodal transport of passenger transport between different modes of transport, the “one card” of traffic between the major cities of Beijing, Tianjin and Hebei will be realized in 2017.

It is understood that the three-way traffic "one card" is currently undergoing terminal testing and system development, and interconnection and intercommunication is in the trial operation phase of network debugging. The competent transportation departments of the three places are stepping up the organization and upgrading of some bus lines in the region.

At the same time, the "Plan" also proposed that by 2030, the Beijing-Tianjin-Hebei region will form an integrated transportation system that is "safe, convenient, efficient, green, and economical." Uniform policies for motor vehicle registration, access policies, emission standards, oil standards and supervision, early retirement of old vehicles and yellow label restrictions.

According to the reporter's understanding, the current motor vehicle management measures based on the air pollution emergency plan have initially formed a unified limit.

At the end of the year, the "broken road" will start all

According to the Ministry of Transport, in terms of rail transit, a number of inter-city railways in the Beijing-Tianjin-Hebei region are being promoted. The Beijing-Tianjin inter-city extension line was opened to traffic on September 20, and the Jinbao Railway will be open to traffic before the end of the year. The Beijing-Zhangjiakou Railway, the Keihin Intercity, the Jingtang Intercity, and the Beijing-Baocheng Inter-city will start construction within the year. Beijing-Shenyang Passenger Dedicated Line Beijing The construction of the Chengde section continued to accelerate, and the construction of the corridor between the Capital Airport and the Beijing New Airport was being accelerated. Suburban railway construction is actively promoting. Beijing has initially determined that the first sample line is Pinggu Line. The total length of the line is 72 kilometers, of which about 22 kilometers pass through Hebei. At present, the details of the line and station settings are being planned.

In terms of roads, it is mainly to continue to promote the construction of the Langfang section of the ring road in the capital region and accelerate the preliminary work of the Tongzhou-Daixing section of Beijing. The Tianjin section of the Beijing-Qinhuang Expressway will be completed and opened to traffic at the end of 2015. In the future, the National Expressway “Break the Road” will be opened to build a highway network connecting the county, the new city and important industrial clusters. At the end of 2015, all the “broken roads” in the Beijing-Tianjin-Hebei region will start.
